Women played a prominent role in networks that developed within the growing feminist movement around the key issue of self-determination as well as within the growing counter-movement of anti-abortionists. And, in their role as Social Democratic MPs and party officials, women and pro-choice activists had direct access to the decision-making. By defending the liberalization of the abortion law and maintaining women's right to choose, the state * REGINA KOPL 29 provided a dual response to the women's movement's demands for selfdetermination.

At the 1972 Social Democratic Party Conference many petitions for liberalization were brought forward. Some asked for legalization without limitation, but most prominent was the request of the women's organization calling for the decriminalization of abortion within Fristenlosung (the first three months of pregnancy). The party elite, including the chairwoman of the women's organization, who was the only female minister at the time, merely wanted a reform that would expand the grounds for legal abortion, not remove the prohibition altogether.

Although there was no official state women's policy agency during the first two debates, the Social Democratic women's organization played a similar role as a quasi-agency and took an important part in changing the dominant frame of abortion issues in Austria to include access to abortion not only as a question of social justice but also as an essential part of women's right to self-determination in reproduction. This definition of the issue, once established, has remained the dominant approach despite efforts by the anti-abortion movement to insert official support for the rights of the unborn into the discourse.
